Konstantinos Gloumis-Atsalakis is an accomplished lawyer and public servant with expertise in public law, European Union law, and social policy. He currently serves as the Secretary General of Demographic and Housing Policy at the Ministry of Social Cohesion and Family, where he is responsible for overseeing key initiatives related to child protection, family policy, demographics, youth engagement, and housing policies. His appointment to this role began in August 2024.
From 2019 to February 2023, he served as Director of the special office of the Deputy Minister of Labor and Social Affairs, where he gained extensive experience in public administration, with a focus on welfare benefits, and social service programs. From March 2023, he held the position of Governor and Chairman of the Board of the Welfare Benefits and Social Solidarity Organization (OPEKA), where he played a pivotal role in managing welfare benefits and the delivery of social services nationwide.
Mr. Gloumis-Atsalakis' academic background includes a degree in law from the University of Athens, along with postgraduate studies in European Law at the College of Europe in Belgium and a second postgraduate degree in "Law and Economics" from the University of Piraeus. His early legal career was marked by notable achievements in competition law, public procurement, and energy law at distinguished law firms. He has also contributed to important regulatory reforms as a national expert at the Organization for Economic Co-operation and Development (OECD), where he was involved in legislative interventions to enhance market competition.
He has authored numerous articles on European and international law, with his work appearing in prominent Greek and international journals. He has also presented at various academic conferences, both domestically and abroad. Mr. Gloumis-Atsalakis speaks English, French, and German fluently, enabling him to engage in a variety of international forums and collaborations.
